To take advantage of Qmail's new Public Domain license, qmail-distribution was setup to host new distributions of Qmail. Developers combine patches into one easy to download distribution.

Many qmail patches have been created to increase the functionality of qmail. Due to licensing issues, "users can freely download it and use it, but they cannot create derivative works and redistribute them."

In November 2007, the author of qmail changed the license agreement to Public Domain. With this new license, patch developers are able to combine their patches into a new distribution and redistribute their work. The goal of qmail-distribution is to organize this new effort.
